    No mercy for Ronald Phillips: Execution recommended for Akron child rapist and murderer

    The Ohio Parole Board has recommended that Gov. John Kasich move forward with the execution of Ronald Phillips, an Akron man convicted of raping and murdering a 3-year-old girl.

    Phillips’ friends and attorneys sought mercy last week in Columbus. Phillips, 43, has been on death row since 1993. He’s scheduled to be the first man executed in Ohio since Dennis McGuire, who in 2014 suffered for 26 minutes before dying — the longest in Ohio’s history — after lethal injection drugs were administered.

    Phillips was convicted in 1993 of beating and raping his girlfriend’s 3-year-old daughter, Sheila Marie Evans, who died Jan. 18, 1993, of injuries from the violence. Her family urged the Parole Board to deny requests to let Phillips live.

    But Phillips’ supporters argued he has a life worth sparing. If spared from the death penalty, he vowed to become a chaplain serving his fellow inmates.

    According to a clemency report filed with the governor’s office on Friday, the Parole Board voted 10-2 to deny the request to spare his life. Kasich will have the final say on Phillips’ fate.

    Members of the board in favor of Phillips’ execution said it was appropriate because Phillips’ actions were "among the worst of the worst capital crimes." They noted that Phillips grew up in a dysfunctional environment, but opined that it was unclear how much abuse he personally endured.

    The two who voted in favor of Phillips spending his life in prison questioned the reliability of some of the opinions offered by a medical examiner during Phillips’ trial in 1993.

    Summit County Prosecutor Sherri Bevan Walsh agreed with the Parole Board’s recommendation.

    "Phillips brutally beat and assaulted Sheila Marie over several hours. She suffered for days before dying from her injuries," she said. "Phillips deserves the ultimate punishment for what he did."

    Walsh noted that Friday’s recommendation was the third time the Ohio Parole Board has advised Kasich to deny mercy for Phillips. She said she hopes Kasich agrees.

    Execution delayed while Gov. Kasich rejects mercy for Ronald Phillips, Akron child rapist and murderer

    The execution of Akron child rapist and murderer Ronald Phillips has been delayed a month after the state refused to disclose information about the drugs to be used in his lethal injection.

    Phillips, 43, was one of three men whose executions were delayed. Phillips, who was scheduled to be the first man executed in Ohio in three years, now is scheduled to die on Feb. 15. His previous execution date was Jan. 12.

    The delay was ordered by federal Magistrate Judge Michael Merz of the U.S. District Court in Dayton. He ruled the state failed to provide a compelling reason for the men to be executed on the days scheduled. He described delays as a "minor inconvenience" for the state.

    The executions are set to be the first since Ohio put Dennis McGuire to death in 2014. McGuire struggled against restraints, gasped for air and suffered for more than 20 minutes before dying. Officials said the drugs used in the execution were to blame, and death row inmates took the opportunity to challenge their own executions.

    Ohio seeks drug to reverse lethal injections

    COLUMBUS, Ohio-- Ohio’s prisons agency is trying to obtain a drug that could reverse the [Only registered and activated users can see links. ] process if needed by stopping the effects of another drug previously used in problematic executions.

    The request to use the drug would come if executioners weren’t confident the first of three lethal drugs would render a prisoner unconscious, Gary Mohr, director of the Department of Rehabilitation and Correction, said in federal court testimony on Jan. 6.

    Mohr said he would inform [Only registered and activated users can see links. ] and ask for a reprieve at that point.

    "Governor, I am not confident that we, in fact, can achieve a successful execution. I want to reverse the effects of this," Mohr testified, describing the language he would use in such a circumstance.

    Mohr testified that Ohio planned to order the drug, flumazenil, but didn’t currently have it.

    Prisons spokeswoman JoEllen Smith declined on Thursday to comment on Mohr’s testimony, a copy of which was reviewed by The Associated Press.

    Flumazenil is used to reverse the effects of a sedative called midazolam when that drug causes bad reactions in patients.

    Midazolam is the first drug in Ohio’s new [Only registered and activated users can see links. ]. Magistrate Judge Michael Merz is weighing a challenge to this method’s constitutionality, following a weeklong hearing.

    Executions have been on hold in Ohio since January 2014, when [Only registered and activated users can see links. ] gasped and snorted during the 26 minutes it took him to die, the longest execution since the state resumed putting prisoners to death in 1999.

    The state used a two-drug method with McGuire, starting with midazolam, its first use for executions in the country.

    Attorneys challenging the method say midazolam is unlikely to relieve an inmate’s pain. The drug, which is meant to sedate inmates, also was used in a problematic 2014 execution in Arizona. But last year, the U.S. Supreme Court upheld the use of [Only registered and activated users can see links. ] in an Oklahoma case.

    The state says the three-drug method is similar to its past execution process, which survived court challenges. State attorneys also say the [Only registered and activated users can see links. ] ruling last year makes clear the use of midazolam is allowable.

    Ohio plans to put condemned child killer Ronald Phillips to death next month with midazolam and two other drugs.

    SMH, I don't understand why anyone would be concerned whether this monster Ronald Phillips suffers! What about the precious 3 year old little girl who was raped/beaten to death for several hours by him, what about her suffering? He gets no pity from me, my sympathy will always be with the victim and their families.

    Court Weighs Sentence of Lone Woman on Ohio's Death Row

    The high court has twice sent Donna Roberts' case back to Trumbull County court in northeastern Ohio for resentencing.

    The 72-year-old Roberts was sentenced to death for a third time in 2014. The Supreme Court heard her new appeal Tuesday.

    In the past, the court said that a prosecutor improperly helped prepare a sentencing motion in Roberts' case and that a judge hadn't fully considered factors that could argue against a death sentence.

    Roberts was accused of planning her ex-husband's murder with a boyfriend in hopes of collecting insurance money.

    Ohio says death row inmate (Patrick Leonard) died by hanging himself in cell

    COLUMBUS, Ohio (AP) — The Ohio State Highway Patrol says a death row inmate who killed himself was found hanging in his cell.

    The patrol says condemned killer Patrick Leonard was pronounced dead at Adena Hospital in Chillicothe (chihl-ih-KAHTH'-ee) on Sunday.

    The Ross County coroner's office said Wednesday that the preliminary cause of death was strangulation. Neither agency said what Leonard used to hang himself with.

    Leonard was sentenced to death for the 2000 killing of his ex-girlfriend, 23-year-old Dawn Flick, in Hamilton County.

    Court records say the 47-year-old Leonard was angry at Flick for ending their relationship and refusing to reconcile.

    Ohio executed death row inmate Ronald Phillips by lethal injection Wednesday, the state's first execution in more than three years.
    Phillips, 43, was put to death at 10:43 a.m. at the Southern Ohio Correctional Facility near Lucasville. He was convicted of raping and beating to death Sheila Marie Evans, the 3-year-old daughter of his girlfriend, in 1993.
    Wednesday's execution was the first in Ohio since 2014, when Dennis McGuire was given a combination of midazolam, a sedative and the painkiller hydromorphone. McGuire appeared to gasp and convulse for roughly 10 minutes before he died, according to reporters who witnessed his death.
