    Harvey: Thousands waiting for rescue, estimated 30,000 to 40,000 homes destroyed in Houston area

    Thousands of people likely remain stranded, and an estimated 30,000 to 40,000 homes have been destroyed in the Houston area as Hurricane Harvey, now a tropical storm, continues to batter the Gulf Coast with torrential rains, flooding and strong winds, Harris County Judge Ed Emmett told ABC News.

    Harvey made its third landfall, just west of Cameron, Louisiana, Wednesday at 4 a.m. Central Time, with maximum sustained winds of 45 mph, according to the National Weather Service. As of 7 a.m., the slow-moving storm had picked up some speed, moving north, and its center was about 25 miles from Lake Charles, Louisiana.

    Before that, it battered the Port Arthur area in southeastern Texas, dumping as much as 2 feet of rain in some parts.

    "We have people who are on the second flood of their homes. They're riding it out, and they're waiting for the waters to go down," Emmett, who is also the director of Texas' Harris County Office of Homeland Security and Emergency Management, said in an interview Wednesday with ABC News chief anchor George Stephanopoulos on "Good Morning America."

    "We've got probably [30,000] to 40,000 homes that have been destroyed," Emmett added.

    The brunt of the storm's impact has begun to shift to western Louisiana, and now for Harris County, "the biggest challenge is going to get people back in their homes," Emmett said. "We've got to get those people back into their normal lives as soon as possible."

    Houston Police Chief Art Acevedo said 911 calls for water rescues was down to approximately 40 an hour as of Wednesday morning. Still, the Coast Guard is taking more than 1,000 calls per hour for people needing rescue.

    Harris County Flood Control District meteorologist Jeff Lidner told reporters Wednesday morning that the lowest homes near the Addicks and Barker reservoirs have 3 to 6 feet of water.

    Harvey, which first came ashore last Friday in Texas as a Category 4 hurricane, dumped more than 51 inches of rain on some parts of the state, according to preliminary reports from the National Weather Service. The storm led to at least 11 deaths, all in Texas, over the past four days.

    An undetermined number of people are missing. The Coast Guard is leading a search for two volunteer rescuers missing after their boat crashed and capsized on Cypress Creek near the North Freeway early Wednesday. Authorities found a third rescuer clinging to a tree, according to the Harris County Sheriff's Office.

    Harvey is expected to weaken and continue moving to the north and east across the Lower Mississippi Valley and Tennessee Valley through Thursday. But the National Weather Service said Harvey still has the potential to cause "life-threatening flooding."

    "Catastrophic and life-threatening flooding continues in southeastern Texas and portions of southwestern Louisiana," the service said in an advisory Wednesday morning. "Excessive runoff from heavy rainfall will cause flooding of small creeks and streams, urban areas, highways, streets and underpasses, as well as other drainage areas and low-lying spots."

    The situation became serious in eastern Texas on Wednesday. The National Weather Service issued a flash-flood warning for parts of southeastern Texas, including Beaumont and Port Arthur, which received as much as 2 feet of rain in some areas during the early morning hours.

    Port Arthur Mayor Derrick Freeman urged residents to get to higher ground in a Facebook post early Wednesday.

    "Our whole city is underwater right now but we are coming!" Freeman wrote in one post. "Please get to higher ground if you can, but please try stay out of attics."

    Officials were forced to evacuate the shelter at the Bob Bower Civic Center in Port Arthur on Wednesday morning after it began to fill with water. One witness, who was forced to relocate, said some areas of the center had almost 4 feet of water inside. Displaced residents were taken to a secondary evacuation site at the Carl Parker Center, ABC affiliate KBMT said.

    The flash-flood warning for Port Arthur was in effect until 9:15 a.m. CT. The National Weather Service was forecasting 1 to 2 inches of additional rainfall in the region Wednesday morning.

    Five days after Harvey first made landfall, the Federal Emergency Management Agency said it's still in "lifesaving, life-sustaining" mode, with recovering survivors being the top priority. FEMA Administrator Brock Long said at a press conference Wednesday that there are more than 12,000 emergency staffers on the ground in Texas and Louisiana, spread across 50 counties. The agency is operating more than 230 shelters in Texas, housing more than 30,000 people.

    He said the FEMA travel trailers used after Hurricane Katrina are a "last resort" and the agency will first try to move displaced residents into local hotels before helping them clear out their inundated houses so they can return to them. FEMA has already placed more than 1,800 flood survivors in hotels, he said.

    Harvey brings a plague of floating fire ants into Houston


    In addition to widespread suffering and devastation, Hurricane Harvey has brought a plague of floating fire ants to the Houston region.

    “Floodwaters will not drown fire ants,” explains Paul Nester, an extension specialist at Texas A&M, in a pamphlet titled “Flooding and Fire Ants: Protecting Yourself and Your Family.” Instead, entire colonies of the aggressive biting insects - eggs, larvae and all - will “emerge from the soil, form a loose ball, float, and flow with the water until they reach a dry area or object they can crawl up on.”

    For the uninitiated, a fire ant resembles a regular ant in roughly the same way a wolf resembles a golden retriever. They’re aggressive, territorial and venomous. Among vulnerable individuals, their stings can be fatal. “Most people hate fire ants without reservation,” Florida State University entomologist Walter Tschinkel wrote in a book about the insects in 2006.

    Some areas around Houston are reportedly seeing dozens, if not hundreds, of these colonies come ashore in the wake of the flooding there.

    Shelter in Deer Park comes together to celebrate child's birthday

    DEER PARK, Texas (KTRK) --
    Hurricane Harvey evacuees made sure that a little boy's birthday was one to remember, for all the right reasons.

    Little Anthony's birthday was Tuesday, and the strangers around him in a Deer Park shelter made sure to celebrate.

    The evacuees and volunteers put together a birthday party for Anthony - complete with cake and presents. And all of the children at the shelter were invited.

    Fourteen people in the Houston area have been arrested on looting charges over the past 48 hours as Hurricane Harvey floods the region.
    If convicted, the defendants will face steeper punishments since the acts were committed during a crisis, according to a prosecutor's statement provided to NBC News.

    I know we blast the media at times when they are quick to print a story and make mistakes. But I must say during Hurricane Harvey they have been heroes. I have seen them rescue humans and animals, day after day. They quick jump into action while they are trying to drive the streets or on a boat and see someone needing help. I have watched countless videos, there are so many good people still left in this world.

    Bowling alley shelters Harvey flood victims - including a monkey

    PORT ARTHUR, Texas -- Among the places to open their doors to victims of Harvey's flooding is a bowling alley in this coastal Texas city. Max Bowl general manager Jeff Tolliver says firefighters called Tuesday night (Aug. 29) to ask him to turn off the venue's alarm system, and when he left around 2:30 a.m., there were 80 to 100 people sheltering there.

    By afternoon, there were more than 500, as well as 50 to 100 dogs and cats, a lizard and a monkey. He says the monkey "was a little surprising," but that everyone is trying to help.

    The bowling alley's cafe is feeding people. Others have been dropping off clothes, toiletries, water and other things.

    Tolliver and his wife left their flooded home to stay with friends. He says he moved to Texas from Michigan a year ago to get away from the snow, but ended up with rain instead.

    Yes, the photos are really something.. Pizza delivery by boat-animals, people rescued, a shelter that took a monkey, and an iguana, someone who lost all, but is out rescuing pets-the tears of a man hugging his dog-probably all he has left-but enough for him. Just amazing-so much heartache, but so much hope there, too. From all walks of life, with all forms of transportation, from all across the country, people helping. Bless them all.

    Chicago Convoy Heading To Texas


    (CBS) – Caravans of Chicago area volunteers hopped on the road Wednesday to help with recovery efforts in Houston.

    Henry Craig gives W&W tow truck a final rinse before the mucky work ahead. He and five other tow truck drivers are Texas-bound to recover flooded cars.

    The list is already 900 vehicles deep. The time commitment is unknown.

    “It’s rough, but hey, this is giving back,” Craig says.

    The call came from the feds via his towing company’s insurance partner. More than half the fleet is now gone, including a husband and wife team.

    “I’m really nervous, we’re both really nervous, but I’m more happier to help other families,” Paula Ledet-Eaves says.

    Meantime, Tricia Huntley has help for Hurricane Harvey victims, too – of the furry kind.

    She was on the road in a van from the South Suburban Humane Society to bring two dozen dogs from a shelter.

    “That’s going to give up space at their shelter so they can assist with the displaced dogs in Texas,” Huntley says.

    PAWS Tinley Park will also return with a full truck of pups. They shipped supplies south early Wednesday.

    When I lived in San Antonio I use to get patients on NE side of SA @ NE Baptist Hospital always with nasty Fire ants, I hate them they are a meance I can't believe they can live I water too they really do a number on the little ones my DD is actually going to SA Saturday I warned her about the fire ants she will be in a Hotel on Riverwalk but they are touring the city again. I will remind her!! I am amazed they don't drown in water nasty little devils!!
