Major Chemical Plant Near Houston Likely to Explode, Owner Warns

One of the world's largest chemical companies warned Wednesday that its flooded plant near Houston will likely catch fire and explode in the next few days — and there's nothing the company can do about it.

Arkema Group's plant in Crosby, Texas — about 20 miles northeast of Houston — was inundated by more than 40 inches of rain by Hurricane Harvey and has been without electricity since Sunday, the company, based in Colombes, France, said in a statement. More at link....

    Scary stuff.

Explosions reported at flood-hit Arkema chemical plant in Texas

Two explosions were reported on Thursday at the flood-hit Arkema SA plant in Crosby, Texas, and a sheriff's deputy was taken to hospital after inhaling chemicals, the company said.
The company said further explosions of organic peroxides stored on site were possible and urged people to stay away as the fire burns itself out. More at link.

What you need to know now
Flooding: The heavy rain is over, but parts of Texas remain under inches of floodwater (one Texas town saw a record 51.88 inches of rain during the storm).
Casualties: At least 37 deaths related to Hurricane Harvey and its aftermath have been reported in Texas.
Possible plant explosion: Two explosions and plumes of black smoke were reported at a flooded chemical plant in Crosby, Texas, officials said.

There's no clean water running in Beaumont
    From CNN's Nicole Chavez:
The entire city of Beaumont — which has a population 118,000 — has no running water after both of its water pumps failed.
It's not clear when the pumps will be fixed: Officials can't make any repairs until the floodwater has receded.
Until then, residents are braving long lines at the city's stores, hoping to buy bottles and jugs of water (check out the post below to see just how long those lines are).

Texans are waiting in line for hours for groceries
People in Beaumont, Texas, lined up for groceries before the sun came up — and before stores even opened.
Jeffrey Farley said he got in line at Walmart at 7:30 a.m. ET. Store staffers were rationing water to three cases per customer.
Maggi Carter had been waiting at Market Basket since 8 a.m. ET. She wasn't even sure if the store had water.
Alberto Marquez took the photo above at 6:50 a.m. ET, before he left because the line was too long.

Beaumont could be without water for days

Beaumont is without a water supply after floodwaters knocked out the city's main pump station near the Neches River before 12:30 a.m. Thursday, Beaumont Fire Capt. Brad Penisson wrote on the city's website. The city of 120,000 also lost its secondary water source in Hardin County.
"Seriously bad news. The City of Beaumont will be without water for the next several days," councilman Mike Getz posted on Facebook at 1 a.m. "Fill your bathtubs with water now."

The water was off around 2 a.m.
"We will have to wait until the water levels from this historical flood recede before we can determine the extent of damage and make any needed repairs," the city's statement said. "There is no way to determine how long this will take at this time."
Getz estimated the restoration could take until Monday or Tuesday.
One commenter on his post said she was praying there wasn't a fire emergency.
"That could be a real problem," Getz replied.
Another asked Getz if he thought the city or FEMA would set up water stations.
"I know, it is going to be a difficult situation," he replied. " I am confident that the City will make arrangements to truck in water."

We are taking dogs and cats from the shelters in TX and bringing them here to Chicago so that the pets that belong to the people in the hurricane can put their pets into the shelters until they are able to bring them home again. Lots of pet food donations etc also coming from Chicago.

Houston flood rescuers search for anyone, dead or alive

    Aug 31, 2017

    HOUSTON --
Rescuers began a block-by-block search of tens of thousands of Houston homes Thursday, pounding on doors and shouting as they looked for anyone - alive or dead - who might have been left behind in Harvey's fetid floodwaters, which have now heavily damaged more than 37,000 homes and destroyed nearly 7,000 statewide.

More than 200 firefighters, police officers and members of an urban search-and-rescue team fanned out across the Meyerland neighborhood for survivors or bodies. They yelled "Fire department!" as they pounded with closed fists on doors, peered through windows and checked with neighbors. The streets were dry but heaped with soggy furniture, carpet and wood.

"We don't think we're going to find any humans, but we're prepared if we do," said District Chief James Pennington of the Houston Fire Department.

The confirmed death toll stood at 31, though it is expected to rise. But by midday, the temporary command center in a J.C. Penney parking lot had received no reports of more bodies from the searches, which are expected to take up to two weeks.

Unlike during Hurricane Katrina's aftermath in New Orleans, crews used GPS devices to log the homes they checked rather than spray painting neon X's on the homes, which also avoided alerting potential thieves to vacant homes.

Elsewhere, the loss of power at a chemical plant set off explosions that prompted a public health warning. The blasts at the Arkema Inc. plant northeast of Houston also ignited a 30- to 40-foot flame and sent up a plume of acrid smoke that the head of the Federal Emergency Management Agency initially described as "incredibly dangerous."

FEMA later backed away from that statement, saying that Administrator Brock Long spoke out of an abundance of caution. An Environmental Protection Agency analysis of the smoke showed that it posed no immediate threat to public health, the agency said.

The French operator of the plant warned that up to eight more chemical containers could burn and explode as chemicals stored there degraded without refrigeration.

    snipped

Rescues continued apace, as did the search for shelter among people made homeless by the storm. Emergency officials reported 32,000 people in shelters across Texas.

The Harris County FEMA director said the agency was looking for ways to house people who lost their homes to Harvey. The priority is to get them into some form of temporary housing, with hotels being one option, he said.

"Right now nothing is off the table," Tom Fargione said. "This is a tremendous disaster in terms of size and scope. I want to get thinking beyond traditional methodologies you've seen in the past."

As the water receded in the nation's fourth-largest city, the threat of major damage from the storm shifted to a region near the Texas-Louisiana state line.

Beaumont, Texas, with a population of nearly 120,000, lost water service after its main pump station was overwhelmed by the swollen Neches River. That forced Baptist Beaumont Hospital to move patients to other facilities.

A steady stream of ambulances and helicopters arrived at the hospital to pick up the patients, some of whom already had been removed from flooded nursing homes. Hospital spokeswoman Mary Poole said other patients were able to be discharged.

The city's second hospital, Christus St. Elizabeth, said it was using stored water and accepting only critical and emergency patients.

    snipped

In nearby Port Arthur, the Coast Guard used baskets and harnesses to pull people out of a neighborhood with chest-deep water. Many residents of second-floor apartments decided to stay.

Economists said the storm shut down everything from plastics plants to oil refineries to the Houston port - the second-busiest in the nation - which could affect the nation's economy.

With widespread reports of gas shortages, the head of the Texas agency that regulates the oil and gas industry urged drivers to wait three or four days to fill up their tanks. Panic buying is causing a run on gas and empty fuel pumps, Texas Railroad Commissioner Ryan Sitton said.

Energy Secretary Rick Perry said he would release 500,000 barrels of crude oil from an emergency stockpile in a bid to prevent gasoline prices from spiking in the wake of disruptions caused by Harvey.

Also Thursday, Houston public schools pushed back the start of classes by two weeks. The nation's seventh-largest district had been scheduled to reopen Monday but will now begin school on Sept. 11 because of Harvey.

Health experts warned that sewage in the floodwater could make people sick and that mosquito populations could explode in the coming weeks because stagnant water offers abundant breeding grounds.

    snipped

Harvey's five straight days of rain totaled close to 52 inches (1.3 meters), the heaviest tropical downpour ever recorded in the continental U.S.

Mom, baby reunited after flood rescue

    Aug 30, 2017

HOUSTON – A Houston mom and the officer who rescued her baby are sharing their story and publicly thanking the tens of thousands of people who played a role in their happy ending.

Da’Jauh Hennix was escaping her mother’s home in east Houston - in floodwaters up to her neck - while holding her eight-month-old baby Paige above her head.

“I was crying I was scared,” Hennix said Wednesday, two days removed from her ordeal.

Cpl. Reed Clark of the Harris County Constable’s Office Precinct 2 piloted a personal watercraft onto the same street, and spotted Hennix and her daughter.

“I heard people screaming ‘Baby!’” Clark said. “She was holding the baby up and then the water would come up and you could see her neck and her head come under the water and she was trying to get to higher ground.”

Motoring closer, Clark scooped up Paige from the seat of the watercraft. “He was like, she’s going to be in a black truck at the front. I’m like that’s fine,” Hennix recounted.

Just one issue that would soon become apparent to Hennix. “We’re still walking, we get to the front of the road, there’s so many black trucks.”

Hennix searched for daughter before winding up in a shelter, still separated from Paige.

    Hours passed.

“I was panicking, I was crying. My mom, she was scared and crying as well,” Hennxi said.

Desperate, Hennix and her family turned in their search to Facebook, about the time Cpl. Clark was posting a picture of his own with the girl separated in the chaos from her mom.

Clark’s post was shared 32,000 times and viewed more than 2.6 million times.

Soon after, mother and daughter were reunited. “She had a new blanket, she was dry, she was fed. When we got her she was sleeping,” Hennix said.

Clark and Hennix are planning a reunion after things settle down. The officer offered to buy the mom dinner.

“She is the perfect example of a great mother,” Clark said. “She didn’t say help me one bit, she handed her baby over and said, ‘Help my baby, get my baby out of here.’”
